In my opinion black peoples lips seem more proportional. Large lips, dark skin, frizzy textured hair, thick quads, are all adaptive features on the african continent. Black people also tend to have bigger, flatter noses, this is to cool air and give off heat. Where as white people tend to have smaller nostrils and smaller noses, this is because they tend to originate in colder areas, and so want to retain as much heat as possible. Big lips just give off.
For the remainder of this. Smaller lips are an evolved trait to deal with the cold. White people are paler and generally have smaller/narrower facial features to adapt to living in colder climates with less direct sunlight.
